The same scene in lumion free B7 and B8. You can see in one the bump is aplied, in the other no bump. You can recreate this problem with every custom material in B8. Must be some bug that appeared in between those 2 revisions. I just can't make any bump appear in that version, but with the materials of the library no problem, bump is there.

Yes, this is a known bug which has also been discussed in other threads: In SP2 B8, normalmap lighting does not work when the Scale slider is set to 0 (meaning that it's using imported UV texture coordinates). I can see that Ferry has fixed it in the upcoming Lumion 2 release though.

What is the best way to create the blue bump maps used by Lumion?

I would say: pixplant, crazybump, shadermap or even NDO2

ShaderMap Pro is quite good except does not output DDS.  Its a lot less $ than Crazybump.

We used CrazyBump for the materials in Lumion, but it's a little pricey. I guess I also ought to check out the other apps you guys have recommended :)

We didn't plan yet if there will be a new 1.0 release. However all bugs will first be fixed for 2.0

We used a normalmap and a specular map; the latter is used as a combined specular/reflection map in Lumion.
