I am not sure but what I would imagine is that there is a certain, flat material placed inside of those lights and made to be emitter. Emitter material in Lumion is not "true" emitter but "fake" emitter which means that it glows but there is no actual light coming from there (no shadows, no lit areas).
Without this, the light would seem to be coming from nowhere.
Then just a little bit below, there are the typical Lumion spotlights that add the real lighting.
(I guess you did not ask how to model those recessed lamps in SketchUp...)
