Select the object, click on the layer you want the object to be in, click on the  arrow below the layer tab to assign it to that layer.

with object type selected & ctrl + leftmouse (or the esc-selection mode, of course) you can simply move objects of one kind to a specified layer, by that you can start working without taking acount of layer structure and clean / sort your database quickly by moving groups of types from layer to layer.

with smaller groups you can even create different object settings (position) by that.
