Not that I can think of, there's no control like that for the camera (we're still waiting forever for ability to be able to do banking/rolling
A workaround might be to place a plane rotated horizontal and set the height to suit, then move the camera above that plane, initially so it obscures the scene. Then move the camera down so that the plane is not in view and you can see past it to the scene. So the positioning should put the camera somewhere close to the required height, or also take into account the value of the forward clipping plane.
